Energy audit in Monaco : an effective obligation from January 1st, 2022

The Principality of Monaco has committed to reducing its greenhouse gas emissions to achieve carbon neutrality by 2050. In this respect, the Mission for Energy Transition has set up a national action plan, to reduce energy expenditure in buildings, which currently account for around 35% of these emissions. To reach this objective, one of the many measures put in place is the obligation to carry out an energy audit of buildings (99% of which are old), valid for 10 years.

The audit enables to assess the energy consumption of a building and its greenhouse gas emission rate and to draw up a proposal for work to improve its energy efficiency, by highlighting technical solutions for insulating the building (roof, interior or exterior facade, windows) or by optimising the various common equipment systems (heating, cooling, ventilation, lighting, domestic hot water)

The obligation from January 1st, 2022 is related to buildings completed between 1930 and 1990 for which the audit must be carried out and a copy of which (or a copy of its summary sheet) will then have to be annexed to any sale or rental contract for properties in this category.

 

For buildings completed between 1991 and 2013 and those completed before 1930, this procedure will only be mandatory from January, 1st 2025 and January, 1st 2028 respectively.

It should be noted that in Monaco this audit only concerns buildings. Whereas in France, buyers and tenants receive a document (“Energy Performance Diagnosis”) relating to the evaluation of the quantity of energy and greenhouse gases in their dwelling.
