Monaco, a pionner in digital identity

As part of its ongoing digital transition via its Extended Monaco programme, the Principality has been offering since last month to its nationals and foreign residents, a sovereign digital identity with the highest security standards, thus entering the very few countries that are the most advanced in digital technology, like Singapore and Luxembourg.

New identity cards and residence permits, equipped with an electronic chip, now enable the inhabitants of Monaco to carry out their day-to-day procedures online, such as proving their identity, requesting a civil status document, drawing up a declaration, electronically signing documents with the same legal force as a handwritten signature, or connecting to their personal Monaco Telecom and SMEG account. The offer will be expanded in the coming months, by providing for example access to a portal for all public service administrative procedures and by extending electronic signatures to individuals.

 

It should be noted that valid identity or residence permits remain valid until their expiry date. However, it is possible to apply for renewal before this date to obtain a new card with digital identity.

In practice, the digital identity is integrated directly into the physical medium, i.e. the identity or residence card. The card will still have the value of a travel or identification document in case of check, in addition to allowing secure access to public and private services online. It should also be noted that the residence permit is now recognised for travelling abroad as it meets the criterias required for international travel documents.

After activating the digital identity, if desired (the system remaining an option), it can be used from a computer with a card reader or from a smartphone by downloading the MConnect Mobile application. A unique ultra-secure authentication (5-digit PIN code to use a card on a computer, 6-digit PIN code for the mobile application) makes this identity unalterable and unforgeable.

 

In addition, the Monegasque digital identity is checked, assigned and managed solely by the State and Municipality services and the identification and personal data are recorded and kept in the Monegasque National Register of Digital Identity. The users’ advantage is to control their personal data at any time (update or deletion) and, in the event of loss or theft, to revoke their certificate within 24 hours, and to protect themselves in particular against online identity fraud.
