Census of Monegasque population and housing

The Monegasque Institute of Statistics and Economic Studies (IMSEE) has just published its report on the 2023 census of the population and dwellings in the Principality of Monaco*, the last general census having been conducted in 2016,

On 31 December 2023, the IMSEE estimated that the number of people living in the Principality was 38,367, an increase of 2.8% in seven years, giving an average population density of 18,445 inhabitants per km², the highest in the world. The population has grown by 8,500 since 1990, and has almost doubled since 1951, thanks in particular to a growing housing stock.

For example, in the public sector, a number of buildings were built or extended between 2016 and 2023 to overcome the shortage of housing for Monegasque residents, including Jardins d'Apolline (280 flats), the Testimonio II complex (378 flats), Palais Honoria (65 flats) and Engelin (133 flats).

In the private sector, 18 new developments have been delivered or extended, the main ones being: Petite Afrique (8 homes), Cigognes (11 homes), Stella (89 homes), One-Monte Carlo (40 homes), 26 Carré Or (9 homes), Palais de la Plage (17 homes), Mona Résidence (62 homes), Villa Palazzino (25 homes), Villa Trianon (71 homes), l'Exotique (63 homes) and Villa Portofino (10 homes).

As a result, in 2023, the Principality has 21,123 homes, both private (17,184) and state-owned (3,939).

The Monte-Carlo and La Rousse districts together accounted for almost 10,000 of these, or 45.9%, housing more than four out of every ten residents. Monte-Carlo is home to 21.6% of the population, making it the most densely populated district in the Principality, followed by La Rousse (20.9%).

Monaco-Ville and Larvotto are the districts with the fewest homes, with 576 and 1,263 respectively, making Monaco-Ville the least populated district (2.6%) with just over 1,000 residents, followed by Larvotto (2,192 residents, or 5.7% of the population).

The other four neighbourhoods (La Condamine, Jardin Exotique, Fontvieille and Les Moneghetti) each have between 2,000 and 3,000 homes, with a relatively homogenous population of around 5,000 residents each (i.e. between 11.2% and 13.9% of all residents).

Together, these neighbourhoods are home to a cosmopolitan population of almost 150 nationalities, the main ones coming from the European continent. Monegasques represent 23.9% of this population, or 9,179 residents, becoming the most represented nationality among the 141 registered in 2023. They are followed by the French (8,473, or 22.1%) and the Italians (7,515, or 19.6%), whose numbers have fallen since the last census. The British number almost 3,000 (7.5%), while the Russians (3.1%), the Swiss (3.1%) and the Belgians (2.7%) each have more than 1,000 nationals.

Apart from Monegasque nationals, the Russian population has grown the most (451 more residents, or more than 60%). The number of Ukrainians almost tripled over the period, as did the number of Cypriots and Israelis.

It should be noted that, of the 141 nationalities, many have several nationalities and are counted in each of them, with the exception of Monegasques.

Women make up 50.8% of the resident population, almost equal to men. The average age of residents is 47.1 years, compared with 46.4 years in 2016, mainly due to the fact that life expectancy continues to rise (86.7 years), making it the highest in the world. The largest proportion of the population is aged between 50 and 65.

There is no doubt that Monaco's appeal will continue and that the population will continue to grow in the years to come, with the delivery of major new property developments in the private sector, such as Bay House and the new Mareterra district, to name but a few, and in the public sector, the Grand Ida project in particular. Between 2016 and 2023, almost 5,000 people over the age of 18 settled in Monaco.
